California’s expensive and dangerous wildfires have become so unpredictable that government officials should consider banning homes in vulnerable areas, says the state’s head firefighter.

Department of Forestry and Fire Protection Director Ken Pimlott says the government and citizens of the state must make drastic changes about where houses can be built in the state.
