Assembly Bill 1709 would apply to major platforms including TikTok, Instagram, and other popular social networking services used by young people. The legislation has already cleared the California Assembly and is now moving to the state Senate for further consideration.
Supporters of the measure argue that restricting access for younger users could help reduce exposure to addictive platform features, cyberbullying, harmful content, and other online risks that can affect mental health and well-being. They say stronger safeguards are needed as social media continues to play a significant role in the lives of children and teenagers.
Critics, however, contend that the bill could limit access to valuable online communities, educational resources, and support networks. Some opponents have also raised concerns about free speech and potential First Amendment issues. Debate over the proposal is expected to continue in the Senate.
