Sausalito City Manager Elaine Forbes has been formally charged with prowling and theft following her arrest at the Sausalito Yacht Harbor last weekend. Forbes, who recently began leading the city, now faces four misdemeanor charges after police say they found her aboard a yacht that did not belong to her. The arrest came just two days after the Sausalito City Council placed her on a leave of absence during a closed-session meeting. A spokesperson for Forbes’ family says she was experiencing a mental health crisis at the time of the incident and has asked the public to avoid rushing to judgment while the legal process moves forward. City officials have not commented further on her employment status, but the council is expected to address the matter as the case proceeds. Forbes is scheduled to be arraigned today, where she is expected to enter a plea to the misdemeanor charges filed against her.
