California’s 16th Congressional District race is headed for a recount.  Santa Clara County and San Mateo County will go through the primary ballots to see if that will break the tie for second place between Assemblymember Evan Low and Supervisor Joe Simitian. 

Both are trailing former San Jose mayor Sam Liccardo with 17-percent of the votes.  If the tie remains, all three candidates will advance to a run-off in November.  If not, only two advance.
