The recount in California’s 16th Congressional District race is almost done.  The secretary of state could certify the final vote as soon as Friday.  Santa Clara and San Mateo counties are both going over the primary ballots.  The goal is to see if that will break the tie for second place.  If it does, two candidates advance to November.  If not, all three will be in the runoff.
